Course Design Team

The course design team includes the facilitators, experts, IT experts, and the project team. Mr. Raju Man Singh Malla, former Secretary of the government of Nepal, took overall leadership in developing the content of this course. He has facilitated eight modules, which are: (1. The Basics 2.Getting Organized, 3.Writing Legislative Sentences, 4.Working within limits, 5.Preliminary and final provision, 6. Drafting amending and transitional provisions, 7.Drafting other common provisions, and 8. Law-making Processes and Working with Clients). Mr. Phanindra Gautam, Joint Secretary, Ministry of Law, Justice and Parliamentary Affairs, has facilitated modules 12 & 13, which elaborates on the treaty-making in the federal system and legal opinion, respectively. Mr. Tek Tamata, Portfolio Manager (Governance and Rule of Law), UNDP Nepal, contributed his expertise for concept development, designing of the course. He has facilitated module 9 on Human Rights and Law-Making module. Ms. Nirmala Adhikari, Joint Secretary, Ministry of Law, Justice, and Parliamentary Affairs has facilitated module 11 on Gender Equality and Law-Making. Furthermore, Hon. Ms. Binda Pandey, member of the House of Representatives and Chair of Trade Union Policy Institute of GEFONT has facilitated module 10 on Committee System in Law-Making.
Furthermore, MoLJPA is thankful to the course design team for their innovative work. A2J Project team members, namely Mr. Basant P. Adhikari, National Project Manager, Mr. Gopi Parajuli, Output Leader, Mr. Ratna Kaji Shrestha, Output Leader, Mr. Prem B. Mr. Raju Man Singh Malla

Lead Facilitator

Mr. Malla is a lead facilitator of this Online Law Drafting Course retired from the post of Secretary of the Government of Nepal. He had also served as Officiating Secretary in the Ministry of Law, Justice, and Parliamentary Affairs. He had started his career in the government service in 1983 as a legislative draftsman and worked in the Ministry of Law in the post of Section Officer, Under Secretary, and Joint Secretary in the Legislative Drafting Division. He was involved in the drafting of various legislations and has extensive experience in drafting various laws of Nepal. He had represented in various international conferences as a leader of the delegation on behalf of the Government of Nepal. He had worked as a Convenor, Coordinator, and member in the various task force constituted by the Council of Ministers and other different ministries in relation to the drafting of primary draft legislation related to their jurisdiction.

Mr. Malla has been working as a legal consultant providing his service to the various Ministry of Government of Nepal in regard to drafting various legislation after his retirement.

Mr. Phanindra Gautam is Joint Secretary of the Ministry of Law, Justice and Parliamentary Affairs and the National Project Director of the Access to Justice Project. He is one of the core team members of this online law drafting course. He has been facilitating Module 12 and 13, through which he will be elaborating on the treaty-making in the federal system.

Ms. Nirmala Adhikari is Joint Secretary (In-charge, International Law and Treaty Division), Ministry of Law, Justice and Parliamentary Affairs of Nepal. Her professional career started as an Advocate, and in her years of experience, she has been passionately serving in the law and justice sector. She completed her Master’s Degree in Sociology and Master’s Degree in Law. She was awarded “Suprabal Janasewashree Tritiya ” by the President of Nepal for her outstanding contribution to public service delivery in 2077.

Ms. Binda Pandey

Member, House of Representative and Chair of Trade Union Policy Institute of GEFONT

Ms. Binda Pandey experienced member of Parliament completed a Doctor of Philosophy (Ph.D.) from the School of Education, KU, Nepal in 2017. She is one of the facilitators of this online course. She is also working as a Chair of the Trade Union Policy Institute (TUPI) since 2018.

Portfolio Manager, United Nations Development Programme (UNDP) Nepal

Mr. Tek Tamata who has currently been working with UNDP Nepal as a Portfolio Manager in Governance and Rule of Law has a Master of Laws on constitutional law and has received a number of training/courses on human rights, law, and justice. Mr. Tamata has authored a number of articles, books, and working papers in the areas of social justice, human rights, constitution, and rule of law and presented in national as well as international forums.

Prior to working with UNDP, Mr. Tamata used to work as an independent lawyer and human rights defender by associating with Pro Public and other national and international organizations and contributed to advancing the issues of social justice and human rights. He was involved in bringing social action litigations in the Supreme Court in order to have necessary directives and orders for policy and legislative reform. Apart from his involvement in the legal field as a lawyer, he also used to work as an adjunct professor with Kathmandu School of Law and part-time lecturer in the Nepal Law Campus.
